Ministry’s objectives and policy 

National Objective

To establish the rule of Law and Citizenship, to achieve justice and equality, to promote the principles of transparency, anti-corruption and equal opportunity for all, and to protect the rights, freedom and security of all citizens.


The Main Objectives of the Strategic Plan

  • To contribute to the development of the National Integrity System (NIS) through financial, administrative and judicial independence of courts.
  • To contribute in the development of the legislation system of law across its three main types of courts, namely Civil courts, military courts and religious courts.
  • To create a well-established, deeply-rooted institutions that are efficient and prudent in moving forward along a path of building a culture of excellence.
  • To contribute in raising both the efficiency and effectiveness of the Justice sector’s institutions.
  • To ensure the facilitation of access to justice and to contribute in enhancing the community's confidence in the Judiciary system, and to improve its legal culture.

Quality Policy

We, the Ministry of Justice (administration and staff), are committed to adopt Quality as a basic work ethic, in order to strengthen institutional professionalism and transparency. We are also committed and continuously strive to achieve the following Quality objectives:

  • To contribute in creating an efficient and fair judicial and legal environment, to play its unwavering role in protecting rights and promoting the principles of transparency, anti-corruption and equal opportunity for all.
  • To upgrade the judicial and administrative assistants’ performance levels, in order to efficiently carry out their duties.
  • To effectively manage and rely in decision-making processes on reliable and effective data and information.
  • To meet the needs, requirements and expectations of internal and external service, through the provision of high-quality services consistent with the Ministry's objectives.
  • To enhance the service recipients’ degree of satisfaction.
  • To ensure a suitable work environment for all employees.
  • To ensure on-going and sustained enhancement to the provided activities and services.
  • To maintain an ethical, social and environmental corporate social responsibility towards our community, in order to create and implement a socially-responsible innovation.

To achieve this, we are committed to:

  • Develop and apply a quality management system in line with the nature of the work of the Ministry and the courts and in a manner consistent with the requirements of the standard ISO (9001:2000).
  • Build institutional capacity and raising the efficiency of employees at all levels.
  • Expand the use of modern technologies to raise the level of service provision and access to a paperless work environment.
  • Involve all employees, at all levels, in developing and implementing the quality management system, for the purpose of deepening and documenting the spirit of cooperation between them, encouraging them to make continuous progress, and motivating them to achieve the stated objectives of the Ministry, while ensuring continuous commitment to quality.
  • Provide all necessary resources and effective training to implement the system.
  • Develop appropriate performance indicators to improve quality.
  • Review the level of system application and evaluate the extent to which objectives are being continuously met and adhered to, while providing feedback on results.
  • Adopt and implement the requirements of the King Abdullah II’s Award for Excellence in Government Performance and Transparency.
  • Implement the legislation governing the Ministry’s work.
  • Develop relations with the Ministry's suppliers, to improve the quality of offered services.
  • Continuously review and update the Quality policy and its objectives.
